AIRE - Italian Residents Abroad - New Pecuniary Sanctions Scheme 2024

With the Law no. 213 of 30 December 2023, in force from 1 January 2024, a new sanction regime for Italian citizens residing abroad who are not registered with AIRE has been introduced.


Pecuniary administrative sanctions between 200 euros and 1,000 euros for each year of failure to register with AIRE, up to a maximum of 5 years, have been introduced.


Administrative sanctions cannot be retroactive. So, no one can be sanctioned for the period before 1 January 2024.


In general, registration with AIRE is a right-duty of the citizen (art. 6, L. 470/1988) and constitutes the prerequisite for using the consular services provided by the Representations abroad, as well as for the exercise of important rights, such as the possibility of voting by post in political elections and referendums.


Italian Citizens are obliged to register with AIRE when they transfer their residence abroad for periods exceeding 12 months and if they already reside abroad, either because they were born abroad or because they subsequently acquired Italian citizenship for any reason.
