Italian Digital Nomads Visas

Recently, Italy introduces a new type of visa to match the need of a new type of workers, the digital nomads.


With the decree of 29.02.2024 (GU n.79 of 4-4-2024), it has been introduced a type of visa to allow Non-EU citizens that carry out high qualified tasks and activities, and work from remote using technological tools, to be able to request a visa and be regularly resident in Italy. With it has been introduced in the Dlgs. 286/1998, “Testo unico per l'Immigrazione” (Italian Immigration Code), at art. 27, c.1, l.q-bis.


With this decree it has been confirmed that the self-employed workers (Nomadi Digitali), and employed subordinates or collaborators (Lavoratori da remoto), highly qualified, and working from remote, will be able to apply for a new kind of visa, with a more straight forward and easy procedure.


The decree defines the procedure and the requirements for issuing the visa and the residence permit. So, in accordance with art 3 of the decree, they are the following:

1. a minimum legal annual income of 24.789.93 Euro (for the year 2024) for the applicant;

2. health insurance for medical care and hospital admission valid in Italy for the period of stay;

3. appropriate documentation relating to the accommodation arrangements;

4. documentation demonstrating previous experience of at least six months in the context of the work activity to be carried out as a nomad digital or remote worker;

5. employment or collaboration contract or of the work offer;

6. where applicable, Employer's Declaration on his Criminal records (refusal may take place if there are records related to art. 444 of Italian Criminal Code).

Normally, in Italy, working visas and permits require “Nullaosta” (Authorities Pre Authorization) as they are included in the “Quote” system (the number of workers able to apply yearly in Italy). These types of visas and permits do not require that.


Upon entrance in Italy, within 8 days, the permit must be requested. It will last for one year, and it can be renewed. If the requirements are not standing any more, the permit will not be renewed. However, it will be possible to convert it into a family permit, if there would be ground for that in accordance with law.


Also, the decree regulates the methods for verifying compliance with the contribution and tax provisions. If there are no taxation bilateral agreements with the Country of Origin, the Italian social security and insurance regulations will apply. Digital nomads and remote workers will be issued a “Codice Fiscale” (Italian tax code together) with the residence permit. Digital nomads will also have to request a VAT number.


Relocate in Italy could be a tax efficient solution, depending on the case. The “Italy’s Flat Tax” regime is still in place and could offer a very convenient option to ultra-high-net-worth individual.


Furthermore, purchasing a property, especially through Court's auctions, it is a very good investment. In Italy, from picturesque countryside villas to luxurious urban flats, the sqm prices are still lower than most of the other first-world countries and European capitals, plus property taxation is low, and for those who have a family, and think ahead, also inheritance tax could be.


And most importantly, to have the high quality of life that Italy offer with its rich history, world-famous cuisine, picturesque landscapes, and safety. Incomparable to any other country.
